DEAR RESIDENTS

THE BRISTOL TOWNSHIP COUNCIL AND I HAVE BEEN WORKING HARD TO PLAN FOR OUR COMMUNITY’S FUTURE. TOWNSHIP SERVICES HAVE BEEN INCREASED AND IMPROVED, AND WE ARE HOLDING THE LINE ON TAXES.

OUR PRIMARY GOALS ARE TO:

·        PLAN FOR THE DEVELOPMENT AND WELL BEING OF THE                   COMMUNITY NOW AND INTO THE FUTURE.

·        STIMULATE ECONOMIC DEVELOPMENT AND REDEVELOPMENT

·        IMPROVE THE OVERALL FINANCIAL STATUS OF THE TOWNSHIP

·        STRENGTHEN OUR COMMUNITY AND ITS NEIGHBORHOODS

THERE IS NO DOUBT THAT BRISTOL TOWNSHIP HAS FACED SOME TOUGH CHALLENGES OVER THE YEARS. THERE IS NO DOUBT THAT WE ARE MEETING THESE CHALLENGES HEAD ON AND MAKING SIGNIFICANT PROGRESS. I HAVE SELECTED A FEW PROJECTS TO HIGHLIGHT FOR YOU:

ECONOMIC DEVELOPMENT:

THE LAST SEVERAL YEARS HAVE BROUGHT SIGNIFICANT CHANGE IN THE DEVELOPMENT OF OUR COMMUNITY. THE RECONSTRUCTION OF ROUTE 413 IS UNDERWAY. THE TOWNSHIP APPLIED FOR AND RECEIVED A GRANT TO BEAUTIFY THIS AREA WITH TREES, SIDEWALKS AND ANTIQUE LIGHTING. THIS WORK WILL BE PERFORMED IN CONJUNCTION WITH THE STATE’S PLANS TO WIDEN AND IMPROVE THIS ROAD. WE ARE ALSO WORKING AT THE STATE AND FEDERAL LEVEL TO SECURE FUNDING TO IMPROVE ROUTE 13 IN THE SAME WAY. ONCE COMPLETED, THESE PROJECTS WILL CREATE A GATEWAY INTO OUR COMMUNITY. ALSO, THE HAINES ROAD BEAUTIFICATION PROJECT, PHASE I IS COMPLETED AND WE ARE PRESENTLY WORKING ON SPECIFICATIONS FOR PHASE II.

·        CABLE TELEVISION RATE REGULATION

·        CABLE TELEVISION CUSTOMER SERVICE STANDARDS

·        CABLE TELEVISION FRANCHISE AGREEMENT

·        TENANT REGISTRY ORDINANCE

·        ADULT ENTERTAINMENT ORDINANCE

·        REVISIONS TO THE SUBDIVISION AND LAND DEVELOPMENT ORDINANCE – TO INCLUDE STREET TREES, CURBS, SIDEWALKS, ANTIQUE LIGHTING, AND FLAGPOLES AS PART OF THE NEW LAND DEVELOPMENT AGREEMENT. THIS IS TO GIVE OUR TOWNSHIP A NEW IMAGE AND LOOK THAT WE HOPE ATTRACTS MORE BUSINESSES.

·         ANTI-LITTERING ORDINANCE – VIOLATORS WHO THROW TRASH ON PUBLIC OR PRIVATE PROPERTY WILL BE FINED $1,000 FOR EACH AND EVERY OFFENSE. IN ADDITION TO THE FINE, THEY WILL BE PUT INTO OUR READJUSTMENT PROGRAM AND ALSO PAY THE EXPENSE FOR THE CLEAN UP.

·        COMPREHENSIVE REVISIONS TO THE BRISTOL TOWNSHIP ZONING ORDINANCE

·        TAX AMNESTY PROGRAM

·        ORDINANCE PROHIBITING THE PARKING OF RV’S, CAMPERS AND BOATS ON RESIDENTIAL STREETS

·        INJURED ANIMAL VETERINARIAN ORDINANCE – PROVIDES THAT A VETERINARIAN FROM THE TOWNSHIP BE CONTACTED TO ASSIST AN INJURED ANIMAL, IF THE ANIMAL IS INJURED BEYOND MEDICAL HELP, THE VET SHALL HUMANELY DESTROY THE ANIMAL.

·        ORDINANCE REGULATING QUADS/DIRT BIKES ON BOTH PUBLIC AND PRIVATE PROPERTY

·        ORDINANCE REGULATING TATTOOING AND BODY PIERCING BUSINESSES – REQUIRES A TECHNICIAN TO BE LICENSED AND RECEIVE 2000 HOURS OF TRAINING, ALSO THAT CHILDREN 18 YEARS OF AGE AND UNDER MUST HAVE A PARENT PRESENT.

·        ORDINANCE PERTAINING TO CLOTHING STORAGE CONTAINERS – THESE CONTAINERS ARE AN EYESORE TO OUR COMMUNITY WITH TRASH STACKED UP OUTSIDE OF THEM AND OVERFLOWING. THESE MUST BE REGULATED IN KEEPING WITH OUR GOAL TO MAKE BRISTOL TOWNSHIP A CLEANER PLACE TO LIVE.

·        LITTERING ORDINANCE PERTAINING TO STRIP AND SHOPPING CENTERS – MAKING THE PROPERTY OWNER RESPONSIBLE FOR THEIR TENANTS, CUSTOMERS, AND VISITORS AND CLEAN UP TO AFTER THEM.

·        ORDINANCE REGULATING PAWN SHOPS

·        NUISANCE ORDINANCE – PROVIDES FOR STIFFER PENALTIES AND ENFORCEMENT OF THESE REGULATIONS WITH CONSISTENCY, AND THE GOAL IS TO BEAUTIFY BRISTOL TOWNSHIP

IMPROVING PARKS AND RECREATION:

THE TOWNSHIP HAS WISELY USED THE ONE MILL OF TAX EARMARKED FOR CAPITAL IMPROVEMENT TO OBTAIN MATCHING FUNDS FOR THE REVITALIZATION OF CROYDON ACRES PARK AND CAPTAIN JOHN GREENE MEMORIAL/RIVERSIDE PARK LOCATED IN THE NEWPORTVILLE/

FERGUSIONVILLE SECTION. NEW BASKETBALL COURTS HAVE BEEN ERECTED NEAR WINDER VILLAGE AND THE VIOLETWOOD SECTIONS OF BRISTOL TOWNSHIP. WE HAVE INSTALLED NEW PLAYGROUND EQUIPMENT AT EIGHT LOCATIONS, WITH EIGHT MORE LOCATIONS TO BE COMPLETED IN 2003. WORK HAS BEGUN TO DEVELOP COMMUNITY PARKS AT THE TWO FORMER LPRA POOL SITES LOCATED IN THE STONEYBROOK SECTION, NAMED FIREFIGHTERS AND EMS PARK; AND THE INDIAN CREEK SECTION, NAMED POLICE OFFICERS PARK. VETERANS PARK IS PRESENTLY UNDER CONSTRUCTION ALONG THE DELAWARE CANAL, OFF OF ROUTE 13. THE DELAWARE CANAL PROJECT COMBINED FORCES WITH LOCAL GROUPS IN RESTORING A VITAL PART OF OUR AREA’S HISTORY AND HERITAGE. CLEANUP AND REMOVAL OF TRUCKLOADS OF DEBRIS CONTRIBUTED TO ENVIRONMENTAL AS WELL AS AESTHETIC IMPROVEMENTS OF THE CANAL.

OUR SENIORS IN BRISTOL TOWNSHIP CAN ENJOY A HOST OF ACTIVITIES AND PROGRAMS PROVIDED AT THE TOWNSHIP OWNED COMMUNITY/SENIOR CENTER ON THE MUNICIPAL COMPLEX.

BRISTOL TOWNSHIP IS ALSO AGGRESSIVELY PURSUING PROPERTIES IDENTIFIED IN OUR APPROVED OPEN SPACE PLAN FOR THE ENJOYMENT OF ALL TOWNSHIP RESIDENTS.

STRENGTHENING OUR COMMUNITY:

COMMUNITIES THAT CARE – BRISTOL TOWNSHIP WAS AWARDED A $315,000 GRANT THROUGH THE PENNSYLVANIA COMMISSION ON CRIME AND DELINQUENCY, SELECTED PROJECTS TO BE FUNDED THAT HAVE A PROVEN TRACK RECORD INCLUDE:

·        BIG BROTHERS/BIG SISTERS MENTORING PROGRAM

·        GIRL SCOUTS OF FREEDOM VALLEY

·        NO LONGER BOUND – STEPS FOR SUCCESS

·        SERVICE LEARNING OPPORTUNITIES

BRISTOL TOWNSHIP HAS IMPLEMENTED MANY FINE PROGRAMS TO DEVELOP A STRONG SENSE OF “COMMUNITY.”

·        QUALITY OF LIFE CRIMES TASK FORCE – TO ZERO IN ON STREETS/NEIGHBORHOODS THAT ARE PLAGUED BY NOISE, GRAFFITI, SPEEDING VEHICLES, VANDALISM, ILLEGAL OFF ROAD VEHICLES AND ANY OTHER VIOLATIONS THAT TAKE AWAY FROM THE QUALITY OF LIFE IN OUR NEIGHBORHOODS.

·        COMMUNITY FAIR

·        TOWNSHIP FLAGS AND BANNERS – WE ENCOURAGE ALL BUSINESSES TO PURCHASE AND FLY THEM

·        COMMUNITY GARDEN PROGRAM

·        YOUTH READJUSTMENT PROGRAM – A JOINT EFFORT WITH MYSELF AND DISTRICT JUSTICE KLINE. YOUTHFUL AND ADULT OFFENDERS ARE ASSIGNED TO PERFORM WORK IN THE TOWNSHIP THAT INCLUDES DUTIES SUCH AS ROADSIDE AND PUBLIC PROPERTY CLEANUP.

·        100% CLEAN NEIGHBORHOOD BLITZ – PUTTING OUR GOVERNMENT ENTITIES TOGETHER TO ENFORCE ALL OF OUR CODES AND ORDINANCES TO THE FULLEST EXTENT TO CLEAN UP BOTH COMMERCIAL AND RESIDENTIAL AREAS, SECTION BY SECTION.

·        TAG – TOWNS AGAINST GRAFFITI

THESE PROGRAMS PROMOTE THE TOWNSHIP IN A POSITIVE MANNER AND FOSTER A SPIRIT OF COOPERATION AND PRIDE.

CAPITAL IMPROVEMENT:

SINCE 1996, AN AGGRESSIVE ROAD PROGRAM CONTINUES TO OPERATE IN THE TOWNSHIP. UTILIZING TOWNSHIP FORCES, 40.5 MILES OF ROADWAY HAVE BEEN PAVED. CONTRACTOR SERVICES HAVE COVERED 10.6 MILES, WHILE PENNDOT WAS RESPONSIBLE FOR PAVING 5.8 MILES OF STATE OWNED ROADS THROUGHOUT THE TOWNSHIP.

OVER THE PAST SIX YEARS, TOWNSHIP FORCES HAVE INSTALLED 7,600 FEET OF DRAINAGE PIPE THROUGHOUT THE TOWNSHIP, ALONG WITH 92 INLETS.

SNOW REMOVAL:

* IMPROVED SNOW CONTROL UTILIZING TOWNSHIP FORCES AND PRIVATE CONTRACTORS.

* CONSTRUCTION OF A NEW SALT STORAGE BUILDING AT THE PUBLIC WORKS COMPLEX NOW PROVIDES TWO LOCATIONS FOR SALT STORAGE.

THE IMPORTANCE OF OPEN COMMUNICATION BETWEEN RESIDENTS AND TOWNSHIP OFFICIALS IS HIGHLY RECOGNIZED AND RESPECTED. TO THAT END, YOUR MAYOR, MANAGER AND COUNCIL MEMBERS MAINTAIN AN “OPEN DOOR” POLICY WITH REGARD TO LISTENING TO THE CONCERNS OF OUR RESIDENTS. SOLUTIONS ARE SOUGHT UPON IN AS TIMELY A MANNER AS POSSIBLE.
